What is the Affordable Connectivity Program?

The Affordable Connectivity Program (ACP) is a federal program established in 2021 to help low-income households afford internet service and connected devices. The program provides a monthly discount on internet service and a one-time discount to purchase a laptop, desktop computer, or tablet. When combined with Lifeline, ACP can also cover the cost of a smartphone like an iPhone.

ACP Program Benefits

When you qualify for ACP, you receive:

  • Free iPhone: One-time device discount covers the full cost of an iPhone
  • Monthly Internet Discount: Up to $30/month discount on internet service ($75/month for households on qualifying Tribal lands)
  • No Contracts: No long-term commitments required
  • Transfer Benefits: You can transfer your ACP benefit from another provider

Who Qualifies for ACP?

You qualify for ACP if your household meets one of these criteria:

  • Participates in qualifying government assistance programs (SNAP, Medicaid, SSI, etc.)
  • Has household income at or below 200% of the Federal Poverty Guidelines
  • Receives a Federal Pell Grant in the current award year
  • Meets the eligibility criteria for a participating provider's existing low-income internet program

Qualifying Programs for ACP

If anyone in your household participates in any of these programs, you automatically qualify:

  • SNAP (Supplemental Nutrition Assistance Program / Food Stamps)
  • Medicaid
  • SSI (Supplemental Security Income)
  • WIC (Special Supplemental Nutrition Program for Women, Infants, and Children)
  • Federal Public Housing Assistance (Section 8, Public Housing)
  • Lifeline Program
  • Tribal Programs (BIA, TANF, Food Distribution Program on Indian Reservations)
  • Free or Reduced-Price School Lunch Program
  • Federal Pell Grant (current award year)

Income-Based Eligibility

If your household income is at or below 200% of the Federal Poverty Guidelines, you qualify. Here are the income limits for 2024:

Device Benefit

The ACP provides a one-time discount of up to $100 toward the purchase of a connected device (laptop, desktop computer, or tablet). However, when you combine ACP with Lifeline for wireless service, the device benefit can be applied toward a smartphone like an iPhone, making it completely free.

How ACP Works with Lifeline

When you qualify for both programs:

  • ACP Device Benefit: Covers the cost of your iPhone (up to $100)
  • Lifeline Service Benefit: Covers your monthly phone service
  • Result: Free iPhone and free monthly service

Important ACP Rules

  • One Benefit Per Household: Only one ACP benefit is allowed per household
  • Annual Recertification: You must recertify your eligibility every year
  • No Duplicate Benefits: You cannot receive ACP from more than one provider
  • One Device Per Household: The device benefit can only be used once per household
  • Transfer Benefits: You can transfer your ACP benefit from another provider to us

Program History

The Affordable Connectivity Program was created by the Federal Communications Commission (FCC) in 2021 as part of the Infrastructure Investment and Jobs Act. The program replaced the Emergency Broadband Benefit program and expanded eligibility to help more households afford internet service and connected devices.
